TOURISM

First tourist court to open in Pattaya tomorrow (05-09-2013)

PATTAYA: -- Thailand's first tourist court will open tomorrow (05-09-2013) in the popular beach resort city of Pattaya as part of the government's move to reassure travellers of their safety while visiting the country.

From 4.30pm to 8.30pm, foreign tourists can come and lodge complaints, especially over unfair services and personal security.

Consideration of cases will be cut to one day for uncomplicated disputes from the usual six months, Wirat Chinwinigkul, secretary-general of the Judiciary, said yesterday.

The specialised court will encourage negotiations between parties.

Most of the cases are about consumer protection, so it is easier to reach a compromise.

If it's a serious issue, the case will be transferred to the regular court.

There will be capable officials speaking foreign languages to help.

Six more night courts are planned - Pathum Wan district for the Silom area and Dusit district for khao san in Bangkok, Krabi, Samui, Chiang Mai and Phuket.

Those tourist destinations have faced various problems, especially cheating by operators.

The Pattaya court would be a pilot project.

It is expected to take up speedboat services, which is one of the serious issues corroding the country's tourism image. It's also related to criminal cases.

Yesterday, four parties - police, prosecutors, the courts of justice and the Tourism Ministry - signed an agreement to set up the court and work together to help take care of foreign holidaymakers.

The court will also be responsible for looking after Thai tourists and scrutinising the role of tourism operators in providing fair services to tourists.

The ministry should set up a department to handle cases because some tourists have to go home before a ruling is handed down, he said.

In the future, Thailand should enact legislation to regulate the industry, like in France, because tourism is an important industry strengthening the national economy. It has grown rapidly, but existing laws cannot keep up, he added.

Tourism Minister Somsak Pureesrisak said it's a good sign for the country's tourism industry.

The night court would help secure the industry's role in the long term, especially in achieving the target of Bt2 trillion in tourism revenue in 2015.

The ministry has made a big effort to standardise the industry, launching measures and regulations to crack down on scams.

Especially Phuket needs a clean-up.

The resort island is overrun by illegal services and gangsters.

Sections of Pattaya Beach have disappeared following the heavy rainfall on Monday Night.
After 2 hours of sustained and heavy rainfall, much of Pattaya experienced flash floods with water depths of up-to 1 meter in places.

On Tuesday Morning Pattaya City officials toured the city to survey the damage caused by the rains and found that sections of Pattaya Beach, especially the Northern end of the Beach had been swept into the ocean as the rainwater flowed down to the beach taking sections of the beach with it.

Concrete walls and drainage channels had been destroyed and sections of the beach had disappeared after the sand, some of which had recently been placed there to artificially build-up the heavily eroded sections of beach, had been lost to the sea.

Pattaya Officials are now counting the cost of the damage to the beach and questions are being asked as to why recent expansion work to Beach Road, which is one of many known flooding hot-spots in the City, did not incorporate an upgraded storm drain system to ensure that rainwater could be dispersed into the ocean without damaging the beach.

 ATM Scamming - Pattaya

Police Bust Lithuanian 'ATM-Scamming' Gang

PATTAYA: -- Four Lithuanian nationals have been arrested in Pattaya on suspicion of cheating 5 million baht from ATMs with fake ATM cards.

The police gave the names of the suspects, transcribed from Thai text, as Mr. Raimontus Wisulis, 19; Mr. Kintaras Kaposus, 21; Mr. Paulus Rascaucas, 19; and Mr. Jilius Petraska, 19.

Officers also confiscated an ATM passcode reader machine along with 450 counterfeit ATM and credit cards.

Pol.Col. Suwan Chiaonawintawat said the police had received complaint from Siam Commercial Bank that it has lost large amount of money to individuals scamming the cash out of ATMs in Pattaya in recent days, so the police deployed detectives and informants around many potential crime scenes.

By the afternoon of 12 October, Pol.Col. Suwan said, the police were informed that the four Lithuanians could be seen acting suspiciously around an ATM in front of Good Inn Hotel.

The four were later arrested and confessed that they had been cashing ATMs with their fake cards, claiming that a German national had provided them with the necessary equipments in exchange with 5% cuts from the amount of money they had earned.

The suspects said they often fled to Bangkok and laid low for a while before returning to Pattaya in order to commit the crimes again.

They had reportedly earned 5 million bahts with their scheme.

Police say they are searching for other suspects in connection with the four individuals.

Prostitute Drugs Omani Men And Steals All Their Possessions

Two Omani men were tricked by a Pattaya prostitute, who persuaded them to have swinging sex for free, but before this occurred she mixed an anaesthetic with their beer rendering them unconscious. Then she stole all of the men’s possessions and promptly fled the crime scene.

PATTAYA – October 25, 2013 [PDN]: – Just after 2.00 a.m. Pol. Captain Chaleaw Boonkhoom of the Pattaya City Police Station Investigation Unit, was notified that two foreign tourists were drugged then had all their possessions stolen.
This crime occurred at a motel named “Seat House” in Soi Kor-Phai, South Pattaya, in Thailand’s Chonburi Province, so he rushed to inspect the crime scene with a police team.

When they arrived at the premises, the police found the two foreign male victims waiting for assistance in front of the hotel, and they appeared to be drunk or drugged, plus they could not speak English, so the officers had great difficulty communicating with them.

The police tried to communicate with them with the use of some basic sign language and verbally, until they understood that the two victims were Omani tourists and one is Mr. Abdulamid Binhamed Bin Mohammed, aged 35-years of Oman nationality.

They informed the police that at about 8.00 pm. before the incident occurred, they went walking around the entertainment centre in South Pattaya where they met a Thai woman, aged approximately 30-35 years old.

She was standing in front of Marina Mansion hotel near the Soi-VC hotel, which is the hotel where the victims were staying.

This prostitute tricked the two victims, by telling them that she liked them, then persuaded them to have ‘swinging sex’ for free, so they took her to the motel named the ”Seat House.”

However, during the time they were talking, this prostitute let the two victims drink Heineken beer and secretly mixed an anaesthetic with the drinks.

Then she took the two victims to the motel’s room number six, but after they arrived at the room, the two victims took a shower and sat on the bed to wait for their ‘swinging sex.’

But “shock-horror,” before this happened they fell unconscious as the anaesthetic took effect at somewhere around 8.00 pm. and woke up feeling very dizzy at approximately 2.00 am.

They found that the criminal prostitute had stolen all of their possessions and rapidly fled from the motel.

The stolen possessions consisted of possessions US.$400 dollars cash, Thai money of 5,000 THB (Thai baht), 1-mobile phone (Samsung Galaxy “Note-1”), all totalling approximately 30,000 THB.

After the crime occurred, the two victims went downstairs to ask for assistance from the motel staff.

The Pattaya police quickly came to the aid of the two victims to inspect for evidence or traces of this criminal prostitute, but they could not find any trace of her.

The police assume that this prostitute might be part of a criminal gang involved in the drugging and stealing of property from unlucky victims.

They appear to be experts in these crimes, by finding the victims, then takes them to motels where they drug them and steal their property then make a quick escape.

Police then inspected the CCTV footage of the motel, which had recorded the face of the guilty prostitute and it seems that she is a Thai woman, aged approximately 30-35 years old and rather fat with light coloured skin.

The police have kept this for evidence to investigate their criminal records, in order to follow up and arrest her for prosecution under various Thai laws.

As for the two victims; – The police took them for a ’check up’ at a nearby hospital, before questioning them again, in order to find more details about this very guilty criminal prostitute

An American National, born in the Czech Republic, was arrested for the second time during his reported 15 year stay in Thailand, late on Tuesday Night, accused of stealing a 210 Baht packet of Goats Cheese from a North Pattaya Supermarket.

Police were called to the Best Supermarket by its owner, Khun Siriporn aged 65, after security guards had detained Mr. Frank Joseph Janalik aged 74 after he was seen by the guards attempting to leave with the Goats Cheese without making any effort to pay for the item. Security Camera footage of the alleged theft was also given to Police.

Khun Siriporn claimed Mr. Janalik had been coming to the Supermarket for a long time and she suspected he had been shoplifting on many occasions but he had yet to be caught-in-the-act. On this occasion she spotted the man and ordered her Security Guards to follow him.

At Pattaya Police Station Mr. Janalik claimed he has lived in Pattaya for 15 years. Police records indicated he had been arrested in February 2008 on charges of selling sex enhancement medication.

Mr. Janalik denied allegations of theft but was charged with the offence and was taken to the holding cells on the second floor of Pattaya Police Station. He suddenly became combative and refused to enter the prison cell block. It took a number of officers to subdue the suspect and take him into the cells where he will be held pending further investigations.

City officials begin demolition of South Pattaya Hotel

PATTAYA: -- On Tuesday the demolition of a South Pattaya Hotel began after further promises by the hotel owner that he would do the work himself appear to have been broken.

Over 50 Police and District Security Officials led by the Banglamung District Chief, Khun Sakchai and the Deputy Mayor of Pattaya, Khun Virawat, converged on the Boutique Hotel Pattaya situated in Soi VC in South Pattaya to oversee the beginning of demolition work sanctioned under the Building Control Act of 1979 section 42, sub-sections 15 and 24.

Following their last visit earlier in November when they came to a compromise with the Hotel owner who wanted 180 days to complete the modification work himself using his own builders, the District Chief received information that the owner may be using the 180 days as a stalling tactic so he could fill the illegally built hotel rooms with guests over the high season months.

City workers accompanied the team of officials on Tuesday and began to deconstruct the hotel interior on the floors of the hotel which are considered to be illegally built.

Foreign tourists were forced to vacate some of the rooms as doors were broken down by the laborers.

After some discussion a 1 hour reprieve was given so the hotel guests could safely vacate the rooms to allow the demolition teams to continue.

Police were called to a Central Pattaya Hotel early on Tuesday morning to investigate reports that the receptionist had been drugged and lockers had been broken-into.

Police met with the receptionist, Khun Art aged 35, who was found by the owner of the Joshuar Hotel in Soi Buakao, lying unconscious on the floor of the ground floor lobby. Out of a total of 28 lockers situated in the lobby, 3 had been broken-into and items had been stolen.
