Now the Thai authorities have put online the medical certificate which they require signing by a doctor before arriving. As it specifically says « I (doctor) have found X free from #COVID_19 via test dated […] within the past 48 hours », that would be extremely difficult for most travellers to obtain prior to flying.

#COVID19 THAILAND — Starting from today (March 12), all foreign tourists arriving at all international airports in Thailand will be required to download an AOT Airports application (https://aot-app.kdlab.ai) onto their mobile phones as a measure to contain the spread Covid-19 in the country.

The requirement also applies to Thai returnees from high risk countries.

The measure was agreed at a meeting of the Digital Economy and Society Ministry, the National Broadcasting and Telecommunications Commission, the Immigration Bureau, the Department of Disease Control, Airports of Thailand and five telecom operators.

Once the app (https://aot-app.kdlab.ai) is downloaded, they will have to fill in the required information - name, surname, passport ID, mobile phone number, e-mail address and present them to the immigration officials on duty. The information will be stored for 14 days after arrival.

In the case of a virus-infected person, the information given will enable related state agencies to follow protocols.

The state agencies will also be able to trace and inform passengers on the same flight as the infected individual.

Digital Economy Minister Puttipong Punnakanta said the measure was meant to reassure both Thais and foreign travellers of Thailand's readiness in tackling the Covid-19 outbreak.

Measure for travelers from countries with ongoing local transmission

In the case of a traveler arriving from an area with ongoing local transmission as announced by the MOPH, they have to be under observation (meaning supervision without quarantine) in order to ensure self-monitoring for no less than 14 days until the end of the infectious period or the reason for suspicion. The aforementioned traveler must record his/her own symptoms in the reporting system and monitor his/her symptoms strictly required by the MOPH.

The travelers from areas with ongoing local transmission must notify the disease control officer about the places they visit so that a surveillance officer can closely monitor their movement and contacts.

Thailand officially adds UK, US and many more western countries to high risk self monitoring list

Thailand has added the UK, USA and several other countries to list of countries it regards as being ‘high risk’ due to the ongoing coronavirus COVID-19 pandemic.

On 13 March, 2020, at 19:00 Hrs, the Public Health Ministry’s Department of Disease Control, updated its list of countries with ‘ongoing local transmission’.

This list now includes: Japan, France, Spain, Switzerland, Germany, Netherlands, Sweden, Norway, Denmark, the UK and USA.

According to an update posted on the Tourism Authority of Thailand website on 14 March, travellers arriving in Thailand from these countries are expected to “ensure self-monitoring for no less than 14 days”.

According to the Department of Disease Control, self-monitoring involves: “Body temperature screening twice a day, every day since arriving in Thailand, for a total of 14 days. If you have fever with respiratory symptoms, report to the local health authority.”

Travellers who fail to comply face fines up to 100,000 baht and/or one year in jail.

All visitors to Thailand require medical certificate, insurance and monitoring system

BANGKOK(NNT)-The government has announced that citizens of and those arriving from South Korea, Italy, Iran, as well as China and two of its territories Macau and Hong Kong, are to experience the kingdom’s most stringent screening.

Deputy Prime Minister Wissanu Krea-ngam announced that the government has stepped up its measures to screen all incoming passengers, while placing major emphasis on those arriving from the listed high-risk nations.

The new measure requires all nationalities arriving in the kingdom to show a medical certificate, issued no more than three days prior to their arrival, have purchased an insurance plan for COVID-19 and giving consent to allow authorities to install a monitoring application on their smart phone.

Earlier, the kingdom temporarily revoked visa free entry for ‘high-risk’ countries, namely South Korea, Italy and Hong Kong, as well as canceling eligibility for visa-on-arrival of another 18 countries. Those needing to visit the kingdom during this time will require a visa issued by a Thai Embassy abroad.

Thai tourism minister plans help for tourists stranded and worried about overstaying visas

There are a growing number of tourists who are becoming stranded in Thailand as their home countries raise the drawbridge and lockdown their borders. Many European countries have started sealing their borders to deal with the Covid-19 coronavirus and other countries, closer to home, are starting to act as well. Last weekend Malaysia virtually locked down its borders. Thailand is still allowing tourists and visitors from some countries to arrive.

Tourism and Sports Minister Phiphat Ratchakitprakarn says they are “seeking a reprieve” for some of the estimated 500,000 tourists who will, at no fault of their own, end up overstaying their tourist visa. He says the request for a temporary “clemency” is for humanitarian purposes.

“Long-stay guests can also help keep local businesses running during this tough time.”

The Minister noted that many of the stranded tourists are long-stay elderly travellers from Germany, Italy and Russia.

“They spend their winters here. They came to Thailand before the virus hit their hometowns and decided not to return home. They fear not receiving sufficient healthcare upon returning home.”

One after another, European countries have been locking down their borders since the weekend and flights continue to be cancelled. The situation is making it impossible for tourists to return home.

Minister Phiphat told the Bangkok Post that he is going to discuss the matter with the Interior Ministry and Immigration Bureau. He says he plans to seek a temporary reprieve for these tourists as well as visa extensions for those whose countries have been affected. He will also ask the authorities not to blacklist overstayers.

Anecdotally, The Thaiger has received many messages in the past three days where frantic tourists, worried about overstaying their visas, are being charged full overstay fees and being rejected extensions if their legal visa stay limit has already been reached. Visitors from many countries can get a tourist visa for 30 days (some more, some less) and are fined 500 baht for every day they overstay their visa. Offenders can be deported or blacklisted.

Mr Phiphat said the request is for humanitarian purposes, adding that long-stay guests can also help keep local businesses running during this tough time. However, he admitted this is a “delicate” issue and could lead to future concerns about national security, according to Bangkok Post.
